Jailed Azerbaijani Bloggers’ Appeal Rejected
Hajizada’s lawyer, Isaxan Asurov, told RFE/RL that the decision is “unfair, illegal, and biased.”
The two men became famous for posting satirical comments on the Internet about the political situation in Azerbaijan. In one such posting, a donkey tells journalists how well the government treats donkeys.
The two bloggers were detained last July after a scuffle at a restaurant. They said they were victims of an unprovoked attack, but police charged them with hooliganism and inflicting minor bodily harm.
A Baku district court found them guilty in November and sentenced Hajizada to two and Milli to 2 1/2 years in prison. Their lawyers appealed those sentences, questioning the fairness of the preliminary investigation and the trial.
The appeal process started in December and was postponed several times due to the absence of either lawyers or witnesses, heavy snowfall, or insufficient time to become familiarized with the investigation materials.
International human rights organizations and politicians from several Western governments have criticized the jailing of the bloggers.

While much of the focus during the health care debate has been on the Senate, a push by Obama for an up-or-down vote on health care later this month has triggered a battle for votes in the House, where Democrats have struggled to build majorities because of a host of issues dividing the party.
“Every legislative vote is a heavy lift around here,” said House Speaker Nancy Pelosi, D-Calif. “Assume nothing.”
A day after vowing to do “everything in my power” to pass the $950 billion, 10-year health care package, Obama ramped up his efforts by meeting with more than a dozen Democratic lawmakers Thursday who could be key to the debate, including two who voted against a similar bill last year. As he left the meeting, Rep. Joseph Crowley, D-N.Y., who voted for the bill in November, said the message was clear: “The president impressed upon us the need to pass comprehensive health care reform.”
But as Democrats tried to rustle up support for their plan, a new Gallup Poll found that just half of the nation is confident Obama is recommending the right policies for revamping the health care system. Fewer Americans, 37%, had confidence in Democratic lawmakers and only about a third expressed confidence in Republicans.
House Minority Leader John Boehner of Ohio and other Republicans have steadfastly opposed the measure. “I and my Republican colleagues are going to do everything we can to stand with the American people and defeat it,” he said.
In November, 39 House Democrats joined all but one Republican in voting against a similar proposal Obama had supported. The final tally, 220-215, leaves little room for error as Democratic leaders try to assemble a majority for a final vote. Obama indicated he wants Congress to vote by March 18 but House Majority Leader Steny Hoyer, D-Md., said the end of March may be a more realistic deadline.
Among the key issues that could affect a final vote:
¢ Abortion. Rep. Bart Stupak, D-Mich., has said that he and as many as a dozen other Democrats may vote against the health care proposal unless stronger abortion restrictions are included. More liberal Democrats, such as New York’s Rep. Louise Slaughter, oppose those restrictions.
¢ Retirements. Six House Democrats who voted against the health care bill in November will retire this year. Some could face pressure to switch votes. One, Rep. Bart Gordon, D-Tenn., said the bill is “moving in a more fiscally responsible direction.”
¢ Taxes. A 40% proposed tax on high-cost health care plans which is in the Senate bill, but not the House bill has faced stiff opposition from many Democrats, such as Rep. Joe Courtney of Connecticut, who voted for the health care bill the first time.
Democratic leaders are trying to balance the demands of moderates who are worried about the cost of the bill with more liberal members of the party, who are concerned the legislation doesn’t go far enough to expand access to insurance.
The Senate version of the bill would provide an additional 31 million people with health insurance. It would require virtually all Americans to have coverage and would provide subsidies to help low- and middle-income families pay for it.
Most lawmakers are waiting to see the final bill before making a decision on whether to support it. “If the final bill is going to bring down premiums for middle-class families and small businesses, then I’ll support it,” said Rep. Tom Perriello, D-Va., a centrist who voted for the bill in November but is now reserving judgment. “If it’s not going to do that, then I won’t.”
